| 摘 要： | 综合配套改革是中国区域经济发展新的战略启动点,是推动地区协调平衡发展的支点之一[1].国家综合配套改革是一个全方位的制度变迁和制度创新的过程,其核心在于"先行先试"权.试验区在社会经济领域的"先行先试"可能会引发种种社会经济问题与冲突,造成试验区的"不稳定",妨碍试验区综合配套改革的顺利进行.文章对国家综合配套改革试验区的风险评价与预警机制进行研究,并就试验区的风险应对与风险防范提出合理的建议.
