加快农村信息化促进农业现代化策略研究

分析了当前农村信息化内涵及其面临的困境,提出了农村信息化需要分区域分层次全方位共同推进策略,阐述了以各省农林大学为中心的农村信息化研究-教育-推广三位一体新观点。农村信息化过程是传统农业观念向现代农业转变的过程。信息化不是简单地拥有了现代化计算机、通信设备等硬件,重在信息的作用和效益,重在各种应用软件的广泛使用,特别是拥有创新和知识产权的农业信息化产品的应用。中国农村的信息化应该结合中国农村的社会、经济发展状况和建设特点,充分发挥已有信息网络的作用,才能有效促进农业现代化。

Strategies to Hasten Rural Informatization and Agriculture Modernization

The paper discusses the meaning of rural informatization(RI) and the difficulties it faces and proposes that RI should be carried out at different levels in different regions at the same time.It also expounds the new 'RI research-education-application' mode which has agriculture and forestry universities of different provinces at its center.The procedure of RI means the concept transformation from traditional agriculture to the modern one.RI does not merely mean owning hardware such as computers or communications equipment.Instead,its significance lies in the functions and role information plays,the wide use of different applicational software,especially the use of informatized agricultural products entitled to innovational and intellectual property.RI in China must be achieved in accordance with the features of economic and social development and give full play to the existing information network.
