非传统安全视野下的云南桥头堡建设省思

从国家安全角度来看，云南建设面向西南开放桥头堡战略的提出，既是保护中国非传统安全的需要，也是国家意志的强烈表达。从战略发展的再认识来讲，云南建设中国面向西南开放桥头堡战略是融政治边防、经济边防、文化边防为一体的“以保护为先”、“以维稳为重”的沿边发展战略。搞好云南桥头堡建设发展战略需要做到“一通、二活、三开放”，尤其是需要政府一手抓发展，一手抓安全，两手都要抓，两手都要硬。
