煤矿本质安全管理体系研究

近年来我国煤矿重特大事故时有发生，煤矿事故发生给我国造成了极大的经济损失，并产生了不良的社会影响。我国煤矿事故在爆发之前多数事故征兆已经暴露出来，事故90％以上是由于管理上出现漏洞所致。针对我国煤矿安全存在的问题，我们建立了适合我国煤矿安全管理的本质安全管理体系，体系主要包括风险管理、管理对象的管理标准和管理措施制定、人员不安全行为管理与控制、保障管理、煤矿本质安全管理内部审核和煤矿本质安全管理信息系统六部分。

Study of Essence Safety Management System for Coal Mines

The nasty coal accidents occur constantly in China in recent years. The accidents have brought about the heavy economic losses and bad social effects.The signs have emerged before the happening of the coal accidents,which occur mainly because of the management negligence.The essence safety management systems are built for coal safety management in China targeting the safety management problems of coal mines.The systems are composed of six sections,risk management,establishing the management standards and management measures,managing and controlling the human unsafe behaviors,safeguard management,evaluation systems and information systems.
