三峡库区区域合作的战略思考

三峡工程的兴建,不仅创造了我国水利工程建设的奇迹,也给我国流域经济开发和非自愿工程移民的安置提出了新的课题———三峡库区区域经济社会的开发与发展。经过20年的工程建设和移民开发,库区的社会经济发展取得了骄人的成果,三峡库区的特殊战略地位也日益显现。本文以“大西三角”、“西三角”以及“长江三峡库区”这三个层次的区域合作为背景,提出了三峡库区腹心地带经济区“云开万”区域联合体的战略构想。

The construction of Three Gorges Project has not only created a miracle of water conservancy in our country,but also put forward a new subject on the development of drainage-area economy and arrangement of the un-voluntary emigrant: development and exploitation of the regional economy and society of the Three Gorges Reservoir.Engineering construction and emigrant development in 20 years have made a proud achievement of society and economy in the Three Gorges Reservoir,and the special position of the Three Gorges Reservoir appears day by day.Under the background of the three levels of regional coordination of "the big west triangle ","the west triangle " and "the Yangtze Three Gorges Reservoir ",this article puts forward strategic ideas of regional cooperation of 'Yun-Kai-Wan' in the center region of the Three Gorges Reservoir.
