| 摘 要： | 滥用职权是行政机关在行使职权过程中经常出现的一种严重违法现象。行政滥用职权即行政滥用自由裁量权的观点不仅理论上解释不通，且也不能回答实践中的问题。正确分析“滥用职权”的原因及正确认识“滥用职权”，对依法行政具有重要意义。

| Abstract: | Abuse of administrative power is a serious illegal phenomenon that often takes place as administrative departments exercise their power. The viewpoint that abuse of administrative power is abuse of discretionary power can neither hold water in theory, nor answer questions posed in practice. Therefore, it is of great importance to analyze the causes that generate abuse of administrative power and thereby correctly understand the phenomenon. |
