人才质量是高等教育质量的第一个核心概念,第二个核心概念是高等教育体系的质量。这个体系包括高等教育机构的组织、过程、程序、资源、管理以及高等教育的改革。根据城市规划专业高等教育评估的标准和要求,高等教育质量提高的关键在于要建立一种富有自我完善机制的科学管理体系。文章探讨了ISO9000质量管理体系在高等教育质量管理体系中运用的适应性和难点,分析了城市规划专业高等教育的学科特点,借鉴ISO9000质量管理体系的思想及标准试图建立城市规划高等教育质量管理体系的框架。

ISO9001 Quality Management System and Education Quality of Urban Planning Specialty in Universities

The quality of professional personnel is the first core concept of the quality of higher education.The second core concept of the quality of higher education is the system quality of higher education.This system includes the organizations,processes,procedures,resources,management of higher education institutions,and the reform of higher education.According to standards and requirements of higher education of urban planning specialty,the key to improve the education quality is to establish a scientific management system with self-improvement mechanism.This paper discusses the adaptability and difficulties for the application of ISO9000 quality management system in the quality management of higher education.It also analyzes the characteristics of urban planning specialty with intention to establish a framework of quality management system for higher education of urban planning specialty by referring to the basic standards of ISO9000 quality management system.
