| 摘 要： | 我国的灌排工程在管理体制上一直实行“以条为主、专群结合”的制度 ,在我国实行市场经济体制的经济体制改革和农村家庭联产承包责任制的改革后 ,原有的灌区管理体制不再适应外部制度环境 ,造成水资源的严重浪费。灌区农业用水应让农民自己参与管理 ,水政、水务分开 ,农业和水价应形成机制 ,逐步推行按方收费。

| Abstract: | Irrigation water price and management and other irritation water status quo are described and analyzed with Baitaqu Irritation Area, Yingtan City, Jiangxi Province, as an example. It is concluded that after the implementation of the Household Responsibility System as wall as the establishment of market economy, the traditional system in the irrigated area is no longer suitable for the exterior policy environment, resulting in the serious loss of water resources. Suggestions on the reform of water price and the management of irrigation water in the area are offered. |
