| 摘 要： | “使全体人民共享改革发展成果”是五中全会突出强调的执政新理念。之所以强调这一理念,是因为“共享”是正义的要求,是和谐的基础,是发展的源泉和动力。实现“全体人民共享改革发展成果”,必须坚持以科学发展观为指导,高扬以人为本精神,更加关注民生,努力消除“社会排斥”,注重保护“少数人”的权益。
