论行政法治下的和谐社会

和谐社会首先是民主与法治的统一，只有建立一整套能够对各种错综复杂的社会关系加以全面有效调整的法律机制，才能真正实现社会和谐。而在构建和谐社会中，最重要的关系是依赖于行政法所调整的政府与公众、公共利益与个人利益之间的关系，因此要积极推进政府法治建设。政府要树立为公共服务的价值理念，要依法行政，建立完善的行政权力监控体系。

On harmonious society under rule of administrative law

The harmonious society is first of all the unity of democracy and legality.Only to establish one whole set of effective legal mechanism to adjust each kind of complicated social relations comprehensively,could we really achieve social harmony.During building the harmonious society,the most important relations are two: one between the government and the public,and the another between the public interests and the personal interests that depend on the adjustment of administrative government by law,therefore it must be actively promoted to build administrative government by law.And the government should set up the value idea for the public services,administrate by law and establish a complete monitoring system for administrative authority.
