| 摘 要： | 从经济理性行为分析开始 ,指出市场经济难得是完全理性的 ,提出政府构成的复杂 ,政府目标的多重性 ,造成了政府行为的复杂性和非理性 ,一个好的政府的行为至多是有限理性的 ,应用公共选择理论提出了政府行为的非理性问题

| Abstract: | Starting with the analysis of the economic rational behavior, it is pointed out that it is hard to make the market economy rational. Referring to the government rationality issue proposed, it is held that a good government behavior is not more than a limited rational one. An analysis is made on the issue of non-nationality of the government behavior with the public choice theory. |
