论高校后勤企业产权多元化改革

高校后勤要真正实现社会化,就必须要对高校后勤企业进行产权多元化改革,这是解决我国高校发展瓶颈问题和提高高校后勤服务质量的必然要求。由于高校和后勤企业之间没有理顺产权关系,加上管理体制及高校后勤企业本身所具有的特殊性等因素制约,高校后勤企业产权多元化改革必然面临着许多问题和困难。因此,必须坚持“由政府统筹主导、教育部门组织实施、学校参加、社会参与、市场引导”的做法。

On Multiple Property Right Reform of University-Owned Logistic Enterprises

In order for a smooth socialization of college/university logistics to be implemented, it is a necessity to carry out a multiple reform in the property right system of college/university-owned logistic enterprises , which not only can overcome the bottleneck in the development of colleges and universities but also improve the service quality of university logistics. Owing to the restriction of various factors such as the unclear property ownership between universities and their logistic enterprises, the complexity of management system and the particularity of college/university-owned enterprises, the multiple property right reform of college/university-owned logistic enterprises are inevitably confronted with many problems and difficulties. We must follow the practice that the government makes overall plans, the administrative department of education conducts them, and colleges /universities participate with the whole society involved and market adjustment.
