| 摘 要： | 制度创新是重庆“试验区”建设的灵魂。重庆“试验区”建设在制度创新方面尤其要着重把握以下三个方面：必须在总结一年多来新农村建设的成败得失基础上探索制度创新之路；必须充分尊重和发挥重庆人民的积极性、主动性与创造性；必须高举“解放思想”的伟大旗帜。

| Abstract: | System innovation is the soul of the construction of Chongqing "experimental zone".The system innovation for the construction of Chongqing "experimental zone" must pay special attentions to the following three aspects: to seek the road for system innovation based on the experience of new countryside construction of this year;to respect and to exert Chongqing people's enthusiasm,activity and creativity;to hold high the banner of "emancipating the mind". |
