"泛长三角"概念的提出和"泛长三角区域发展分工与合作"问题,是中国城乡一体化进程中的一个必然过程,本课题研究从"泛长三角"一体化区域建设的可能性和必然性分析中得出:安徽参与共建"泛长三角"一体化区域,自身发展道路的选择和经济实力的增强,无疑是实现"泛长三角区域发展分工与合作"的前提条件,安徽可以分三个阶段来逐步融入"泛长三角",当然,区域经济合作成功的关键还在于参与各方能够达成共识,通过政府引导最终形成一个超行政区域的"市场+制度"形式的调节机制.
