农村宅基地使用权制度创新研究

随着我国城市化进程的加速,人们对宅基地及建设用地的需求都在急剧增长,而我国人多地少,土地后备资源严重不足,探索与城镇建设用地增加的挂钩机制显得尤为重要。应认真研究宅基地使用中存在的一些不合理现象,积极探索农村宅基地资源优化配置的基本途径,促进社会主义和谐新农村建设。

On Institutional Innovation of the Right to Use Rural Homestead

With the acceleration of urbanization in China,People＇s demands for homestead and construction land are in rapid expansion.The land resources become seriously inadequate because of the large population and the limited land.Therefore,it is very important to work out a system linked with the increase of urban construction land.Meanwhile,the anomalous phenomena in the use of existing homestead should be studied,and ways to optimize the allocation of rural homestead resources should be explored so as to promote the construction of a new harmonious countryside.
