| 摘 要： | 民生问题向来是社会的热点问题，表现为各种形式的经济及社会问题，从政治运行角度看它更与政府的管理或者说治理方式密切相关。文章试图从治理理论的视角出发，来探讨如何进行政府管理的创新以达到对民生问题的有效解决。

| Abstract: | The livelihood problems,manifested in various forms of economic and social issues,have always been a hot spot of society.From the political running point of view,it's more closely related to the government administration or governance.This article attempts to explore how to proceed the innovation of government administration in order to achieve effective solutions to people's livelihood problems from the perspective of governance theory. |
