西部大开发的短板与弥补之策分析--从西部地区农村基础教育谈起

西部大开发战略实施五年来,取得了明显成效。但是,东西部之间的差距仍在继续扩大。其主要原因是在西部大开发中的人力资本投资严重滞后,特别是基础教育投入增长缓慢。制约西部基础教育发展的直接原因是西部经济落后,深层原因是中央和地方在基础教育的财权和事权方面存在着严重的不对称。及时调整思路,优化投资结构,建立以中央政府财政支出为主的基础教育投入体制,已成为提高西部大开发工作有效性的关键。

The Shortcomings and the Compensating Measures in the Western Development--A Discussion From Fundamental Education in the Rural Area of Western Region of China

Western development strategy has been implemented for five years and made tremendous achievements so far.The gap between the east and the west of China,however,is widening.The main reason for this is that the human resources development in the western development is lagged behind,investment in the basic education in particular.Direct restraint for the development of fundamental education is the backward economy in the western region,but the in-depth reason behind that is the dissymmetry between the local government and the central government in terms of financial power and management power for the fundamental education.So adjustment of the way of thinking direction,optimization of the investment,establishment of central government-based fiscal system for the fundamental education in the western region are crucial to the impact improvement of western development.
