| 摘 要： | 19世纪60年代以来，西方各国开始致力于扩充在华电信力量，晚清政府拒阻海底电报登陆及在中国陆地设线，但由于缺乏领海权意识，并不禁止外国在中国沿海海底敷设电报线缆。这种立场和原则使晚清政府丧失了海上通信权和国际通信主动权，面对西方电信势力的冲击，进而在事实上失去了海底电报登陆控制权。

| Abstract: | Since the 1860s,the western countries have managed to expand their telecommunication power in China.Lacking in consciousness of maritime sovereignty,the Qing government rejected the landing of submarine cables and land cables but permitted the western powers to lay submarine cables in China's territorial sea.This policy waived the maritime telecommunication sovereignty and international telecommunication initiative,which actually led to the loss of control over submarine cable's landing. |
