美国“亚太再平衡”背景下美日同盟的强化原因及影响

摘    要:奥巴马政府上台后高调宣称重返亚洲,提出亚太再平衡战略.亚太再平衡战略的目标主要是遏制中国崛起,维持美国全球霸权.适应美国亚太再平衡战略的需要,美日同盟进一步强化:一是由双向遏制中日向集中遏制中国转化;二是巩固军事同盟实现军事一体化;三是合作领域拓宽实现美日同盟全球化;四是由双边安全合作向多边安全合作转化.美日同盟的强化源于各自所需和相互利用:一方面美国借美日同盟实施亚太再平衡战略;另一方面日本需要借助美国增强地区影响力.美日同盟的强化对中国崛起形成严重挑战、使中日关系受到很大的影响、延缓了东亚区域一体化的进程.

Abstract:The Obama administration highly announced the news of returning to the Asia-Pacific region and put forward the Asia Pacific rebalancing strategy. The aim of the strategy is mainly to constrain China and maintain America's hegemony in the world. The ally has been strengthened in order to carry out the Asia Pacific rebalancing strategy: firstly, it is chan ging from constraining both China and Japan to targeting China;secondly, it han been progressively integrated in military; thirdly, it has developed toward globalization; fourthly; it has evolved from bilateral cooperation to multilateral coopera- tion. The strengthening of the Ally originates from the common needs: for one thing, America needs the intensified Ally to carry out the strategy; for another, Japan needs the Ally to consolidate its influence on the region. The strengthening of the Ally poses serious challenge to China, gravely affected Sino-Japan relationship and prevented the progress of the re gional integration.
