| 摘 要： | 从土地利用的概念和特点出发,分析对土地利用行为进行调控、限制和引导,以实现土地利用综合效益的必要性及其方式,在此基础上对土地利用法律关系进行论述,并认为土地利用关系的法律调整需要民法、经济法和行政法的协调配合。

| Abstract: | This thesis sets out from land use concept and characteristics,analyzing the necessity and its way of adjusting,restricting and leading land use behavior.Based on this foundation,it discusses legal relation of land use,and thinks that legal adjustment of land use needs the coordination of civil law,economic law and administration law. |
