On the Intellectual Property and the Development of Digital Library for Universities in Beibu Gulf Economic Zone

The main constraints on development of academic digital library in Beibu Gulf region by the intellectual property are made as follows： on the digitalization of library holdings,on the construction of data bases,on the spread of digital information network,and on the network information guidance and service system.Thus the author put forward the tactics to deal with the constraints： make full use of the rules of intellectual property that the laws permit and prohibit,establish and improve the legal institutions that are used for the construction of academic digital library, strengthen the technical protection measures of intellectual property, and intensify efforts to study intellectual property and increase the awareness.
