党风廉政建设与实施党内监督

在阐述加强党风廉政建设和反腐败斗争的基础上,以1992年至2002年前后两个五年腐败案件明显增多为例,对党风廉政建设制度落实情况进行分析,得出有些党组织落实规章制度缺乏求真务实的精神,党内缺乏有效的监督和积极的思想斗争的结论。最后论述了加强党风廉政建设关键是开展积极的思想斗争。必须处理好监督和被监督、正面教育为主与从严治党、加强制度建设与提高党员素质、弄清思想与团结同志的关系。

Building a clean government and the implementation of inner-party supervision of reflection

This paper analyzes the status of fulfilling the system for constructing incorruptible style of party work with such a example that there are more corrupt cases in the two "five-year" stages over 1992-2002,states the necessity to strengthen the construction of incorruptible style of party work and struggles against corruptions,and gets to the conclusion that there is lack of spirit of pursuing truth and seeking for actual facts for some party organizations to fulfill the rules and regulations,and lack of effective supervision and positive ideological struggle in the Party.In the end,it discusses that it is the key to carry on active thought struggle,manage well the relationship between supervising and supervised,take positive education as the main work and manage the party strictly,enhance construction of system and improve the quality of party members, as well as to define the relationship between clearing thoughts and uniting the people for the construction of incorruptible style of party in the Party.
