| 摘 要： | 伴随着经济全球化和我国改革开放进程的进一步发展,我国进入了危机事件的频发期,危机管理的重要性也日益凸显。政府作为危机管理的主体毋庸置疑,但是随着危机发生的频繁性和多样性,仅靠政府"单边治理"的模式已很难奏效。一种适应当今危机管理的"复合治理"模式成为必然选择,正是基于这样的要求,建构一种跨界治理网络化机制显得十分必要。

| Abstract: | With the increasing development of economic globalization and China’s opening-up drive,the Chinese government has been facing a growing number of crises.Tough the government as the administrator has attached great importance to crisis management,the "unilateral effort" of the government alone does not always work satisfactorily.Accordingly,a model involving the multilateral effort,namely,an internet-based and coordination-based mechanism,is urgently needed to meet the demands for today’s crisis management. |
