河西走廊星火产业带发展中的人力资源开发方略

本文基于对河西走廊星火产业带的人力资源基本情况的分析和技术人员及技术活动的分析,认为在该区域人力资源方面存在着专业技术人员总量缺乏,难以保证产业带发展对人才的需求;一线推广技术人员水平参差不及,难以保证技术推广效果;缺少企业经营管理人员,难以保证产业化经营;农村人口整体文化素质较差,难以保证技术的接受和消化等问题。最后,本文提出相应的人力资源开发建议,包括普及基础教育,夯实农村人力资源基本素质;建立农村职业教育体系,提高农村人力资源从业素质;完善科技培训体系,促进技术的有效推广;充分调动农业科技人员的积极性;引进高层次人才,增强技术、管理实力。

Strategy of Human Resource Exploitation about Spark Industry Strip of Hexi Corridor

Based on the analysis of the human resource, technologists and technical activities of Hexi Corridor's Spark Industry Strip, the paper found problems of the human resource, which included the lack of technologists and managers and the low level of technical spreaders and rural population. And then, the solutions was said that included spreading Basic Education, founding the system of rural vocational education, improving the system of scientific & technical training, inspiring the enthusiasm of agricultural technologists and abstract the persons with ability.
