| Abstract: | Any kind of administrative system, administrative process, and administrative reform is supported by certain administrative culture. The modernization of administrative culture cannot synchronize with the reformation at administrative system. The development of administrative system reform is hindered by the traditional administrative culture nowadays. We should promote the culture reform and achieve the modernization of administrative culture. The new administrative culture will be the fresh impetus for the administrative system reform.. |
