| 摘 要： | 制度曾被以科斯(Kose)、诺斯(North)为代表的新制度学派证明了是经济理论的第四大柱石，制度极为重要，有了制度，土地、资本和劳动等要素的功能才能得到有效发挥。本文试图从制度变迁的轨迹探讨改革以来东西部农村发展差距的制度成因，并提出缩小其差距的思路。
