论社会参与反腐败能力的提升

在现有的中国特色“体系反腐”基本框架之下，进一步加强社会参与，构建以社会参与为重点的“异体反腐”新思路是非常必要的。社会参与反腐败，提升公民参与能力是关键。首先，要提高社会参与反腐败的意识，消除体制内反腐的依赖性；其次，要提供社会反腐的信息支持，避免因信息不对称而“腐败独行”；再次，要构建社会参与反腐的法律体制，确保参与者的权益；第四，要充分利用网络工具，加大网络反腐；最后，提高社会管理水平，维护社会自身的纯洁性。

Social participation is very important to fight against corruption under the present anti-corruption system with Chinese characteristics.Civic participation is the key to social participation.To achieve this,it is necessary to enhance a sense of participation,to provide information support,to guarantee the benefits of the participants,to fully use network tools,and to improve the level of social management.
