履行社会责任是公立医院可持续发展的需要。"基于利益相关者的公立医院社会责任评价指标体系"可测量出公立医院实现社会责任的水平。通过指标分析,能够发现利益相关者不满之处,由此探讨其对社会的影响。统计研究发现,医院发展很快但成本高昂;高级管理者和医生的贡献与所得不匹配;医院的努力与公众认知差异很大。只有通过法人治理结构改革、突出医生的贡献和权益、增加医院信息透明度以及增强医务人员的社会责任感,才能够减少公众的抱怨。

Empirical Research of Social Responsibility Situation of Public Hospitals

Fulfilment of social responsibility is crucial for sustainable development of public hospitals. “Index Evaluation System of Social Responsibility of Public Hospitals Based on Stakeholder”can be used as an efficient assessment tool in this aspect. Empirical studies have shown that rapid development of hospitals incur high costs; there is a mismatch between contribution and returns of the senior managers and physicians of public hospitals; there is a widening gap between actual efforts made by medical staff in social responsibility and what the public perceive. Only through improvements in governance structure of public hospitals, greatly enhancing the status and remuneration of doctors, increasing the transparency of hospital information and sense of social responsibility of medical staff can hospitals enter a virtuous circle, and public discontent reduce.
