| 摘 要： | ＂巴厘路线图＂的绘制标志着气候变化后京都安排正式启动。不少发达国家为了规避承担继续率先减排的义务,极力反对后京都安排设定中期减排目标。但是,来自科学、法律等五个方面的理由显示必须设定中期目标,以降低气候变化带给人类的巨大风险。

| Abstract: | Bali Roadmap indicates to trigger Post-Kyoto Arrangement for climate change. To avoid being the first to undertake the obligation of emission reduction,many developed countries strongly object to set mid-term emission reductions objective under the Post-Kyoto Arrangement. However,mid-term objective is necessary in light of science and legal consideration,to reduce heightened risks that climate change may cause. |
