植入森林碳汇的碳排放权交易机制研究

摘    要:严格控制CO2排放条件下,研究基于成本最小化或利润最大化目标的碳减排路径选择,超额排放的碳源企业在自主减排、碳源企业间排放权调剂和购买森林碳汇碳中和之间决策的作用机理。研究表明:通过市场化的机制设计,使减排成本较高的碳源企业承担起应有的减排责任和排放代价,减排成本较低的碳源企业和森林碳汇供给者获得应有的利益回报,从而达到森林生态效益价值补偿在市场机制中实现。这有利于约束碳源企业碳排放行为,激励森林碳汇碳中和行为,促进经济发展与生态文明的协同与耦合。

Abstract:Under the control of amount to carbon dioxide emissions , the enterprises must make decision among the emission reduction by oneself ,emission reduction by other enterprises and the purchase forest carbon sink to reduce emission ,based on the target of the minimization of cost or maximization of profit of Carbon abatement .The study shows that due to the mechanism of commercialization ,enterprise w hose cost of emission reduction is high should be responsible and take charge of their emissions ;enterprise w hose cost of emission reduction is low and the supplier of forest carbon sink should obtain enough return from the enterprises w hose cost of emission reduction is high ;the forestry ecological efficiency value is compensated in the market mechanism .All these can restrain the enterprises'emission and stimulate the action of planting trees , w hich is helpful for increasing economic development and ecological civilization in the same step and can guarantee the development is scientific .
