| 摘 要： | 建设良好的法治环境是西部大开发的前提 ,而法治环境建设又必须坚持基本原则。为此就要加强民族自治地方立法机构的立法工作 ,借鉴国外落后地区开发立法的经验 ,对西部地区实行可持续发展法。尤其要为西部地区教育优先发展提供适宜的法治环境 ,要按照WTO的要求为西部农业产业化发展提供适宜的法治环境 ,要为西部旅游资源的开发与利用提供适宜的法治环境。
