| 摘 要： | 现代农产品价格支持制度源于中国古代的常平仓,两者在理论逻辑上是一致的。在农业生产率低下的古代,常平仓有助于保护农民、促进农业发展,但在当代农业生产率大幅提升的背景下,农产品价格支持制度易造成生产和贸易的扭曲,不利于农业发展,从长远来看也无益于农民收益的增加,因此被WTO作为"黄箱政策"限制使用。
