论政府在突发公共事件治理中的功能

The government is the prime body of emergency management.The particular functions of government consist of the protection of equality,the preservation of order,the management of crisis,the salvation of emergency,the transmission of information,and the integration of society.For the sake of efficient performances of the functions of government,the government should establish authoritative institutions of crisis management and salvation,a high-qualified emergency rescue team to improve pertinent laws and rules,and the system of social salvation of disasters.It should also focus on reconstruction after disasters,poverty reduction,and environmental protection,enhance citizens' awareness of crisis and self-salvation abilities,and strengthen the multi-supervision mechanism.
