围绕农民健康问题:政府、市场、社会的互动

本文认为,在导致“看病难、看病贵”的诸原因中,不公平性是最突出、最关键的问题。如果能够解决卫生资源配置、卫生筹资和卫生服务的不公平问题,那么,即使以现有的卫生保健资源,也可以实现人人享有初级卫生保健的目标；如果国家财政对卫生医疗的支出在现有基础上再增加50%,那么,在提高公平性的前提下,就可以在农村普及新型合作医疗。本文通过对政府、市场和社会之间互动关系的博弈分析,对此作了分析和说明。

Health Problem of Peasants: Mutual Cooperation Between Government, Market and Society

This paper thinks that the important reason why peasants cannot afford to see a doctor is partiali- ty.If the problems of resources distribution,health funds and health services are solved,the health shared by all will be realized at the first stage.If health funds are raised by 50% on the basis of the existing situa- tion,new-typed cooperative medical treatment will appear.This paper gives an analysis of the mutual co- operation between government,market and society.
