| 摘 要： | 秦汉时期确立的县制具有一定的历史合理性,但由于它远离国家政治中心,同时受制于地方社会各种基层政治势力的影响,在其以后的发展演变中,出现了机构持续扩张和自我繁殖、受上级政权和社会基层挤压而不断滋生腐败、事权与财权不对称等严重弊端,其影响延及至今.

| Abstract: | The county system,which was established during the period of the Qin and Han Dynasty,is historically justifiable.But as it is far off national politicalcenter and is influenced by the local political forces,it becomes expanded during the subsequent development and evolution.Under the pressure of both upper and lower political authorities,it gradually becomes currupted,an imbalance between political and financial rights,with an bad influence until now. |
