| 摘 要： | 近年来,哈尔滨市养老保险制度的较快发展,对维护社会稳定、推动国企改革和促进经济发展起到了不可替代的重要作用。但在发展进程中面临着基金收支不平衡,缺口越来越大的突出矛盾。由于基金收缴支付及管理等方面的多种因素的影响,哈尔滨市养老保险基金缺口存在着较大的风险。

| Abstract: | In recent years, with the development of the economic reform, the construction of the basic endowment insurance system (BEIS) has been continuously speeded up in Harbin, which contributes to uphold the social stability and accelerate the reform of the state-owned enterprise and economic growth. However, there are still some problems in the area, such as the unbalanced revenue and excessive expenditure of insurance. This paper analyzes factors causing the scarcity in terms of recruitments of funds and management, then proposes some measures to improve the situation. |
