农民增收的制约因素及对策思考

目前制　约农民增收的主要因素有：农业和农村经济结构调整滞后，农村剩余劳动力转移困难，农村　基础设施建设不足，城市化水平低，农民负担重，干部作风问题削弱农民群众的生产积极性　等。认为要坚持把增加农民收入作为经济工作的首要任务，　走城乡协调发展的路子，加快农村城市化进程。

Restraints to Farmers' Income and their Countermeasures

Now the chief restraints to farmers' income include backward agricultu ral structure, difficulty in the transfer of surplus laboring power, insufficien t fundamental construction, low level of urbanization, heavy burden on farmers, and negative influence from the poor qualities of some local leaders. The author holds that the increase of farmers' income should be placed in the first place and the process of urbanization should be quickened.
