官德和公共意识及法治

官德滑坡现象已引起全社会的高度重视,究其原因一是人治的影响,二是公共意识的缺失.要提高官德水准,必须树立民主思想,普及公共意识,还权于民,由民做主,才能摆正公仆的位置.同时,必须加强法制建设,以法治官,以先进的体制和严明的法律制度治官.治国必先治官,治官务必从严.

Official Morality, Public Consciousness and Legality

The deterioration of official morality has drawn great attention of the whole society.There are two causes:one is the effect of governing under man's will and the other is the lack of public consciousness.To elevate the level of official morality,democratic ideology must be built up and public morality must be popularized.Only when the people enjoy full rights and become real masters of the society, can public servants be placed in the right position.Meanwhile, legality construction must be strengthened and officials must be disciplined in an advanced strict and clear legal system.Strictness must be applied to harnessing officials,which is important in running a country well.
