从权威的流坠到清末新政的失败

清末新政旨在革弊振衰,实现王朝的自我挽救。然而,旧人办新政,最高统治者平庸无能,各种利益集团争权夺利,致使权威日益流坠,国家机器运转严重失灵,最终导致新政变革失败。因此,给腐败的旧制度注入改革的新鲜血液,并不能化腐朽为神奇,使腐败的制度新生,而只会使新鲜血液腐败,最后导致旧制度死亡。

Loss of Power and Failure of Reform in the Late Qing Dynasty

The late Qing government aimed at rejuvenating the country by carrying out reforms but ended in failure because of loss of the goverment power and malfunction of the state appartus resulted from supreme rulers' incompetence and various ruling cliques' struggle for power and profit.It was impossible to vitalize the decayed system by reform alone.
