| 摘 要： | 法律权威是法律的基本属性，且法律权威必须具有现实性，法律权威体现在实在法的实施过程中。实在法以法律体系的方式存在，法律体系由权威的实体规定和权威的程序规定构成。法律权威的现实性直接反映在公共权力的运行中，也与公民权利有着内在的关联。
