辽宁省招商引资质量评价体系构建

近年来，辽宁省招商外资工作取得了长足进展，作为我国引进外资、利用外资的排头兵，提高引资质量成为目前辽宁省招商引资工作的重点之一。在梳理有关文献的基础上，分析近十年辽宁省引进外资概况，指出其特点和问题，据此构建辽宁省招商引资质量评价体系。对2002—2011年辽宁省引资质量进行核算，并有针对性地提出对策建议，以期实现辽宁省招商引资工作的实质性突破。

Construction of quality evaluation system of attracting foreign investment in Liaoning Province

In recent years, the foreign investment in Liaoning Province has made considerable progress. As one of the best of attracting and utilizing foreign investment in China, to improve the quality of attracted investment is one of the key points of attracting investment in Liaoning Province. Based on the summarization of related literature, the general situation of foreign investment in Liaoning Province in the last 10 years is analyzed, the characteristics and problems are pointed out, and the quality evaluation system of attracted investment in Liaoning Province is constructed accordingly. The quality of foreign investment in Liaoning Province from 2002 to 2011 is calculated, and countermeasures and suggestions are brought forward correspondingly, in order to actulize the substantial breakthrough of attracted investment in Liaoning Province.
