| 摘 要： | 切入人口学新视角,对近代流民问题的调节控制模式--移民"调剂"方略的倡导、施行、成效进行系统考察,认为,通过向边疆疏散内地人口,缓解就业压力,以实现对流民问题宏观调控的"调剂"模式是对传统"移民实边"的可贵超越.它的实施,很大程度上弱化了流民对内地社会的冲击,较为有效的改变了由"人满之患"必然引起的人口和自然资源之间严重失衡的局面,同时增强了边疆地区的综合实力.尽管"调剂"方略有不完善之处,但对"西部开发"具有可资借鉴的时代价值.

| Abstract: | With a new point of view on population research,the paper systematically analyzes the pattern of redistribution of refugees in modern China,which includes advocacy,practice and effect of general plan for redistributing immigrants.By means of dispersing population from inland to less_populated borderland so as to relieve the employment pressure,the macroscopical pattern of adjusting and controlling refugees greatly surpasses the traditional pattern of transferring people to stuffing borderland.Its implementation weakens the refugee's impact on inland society to a great extent,and changes effectively the troublesome condition of the unbalance between population and natural resources,which inevitably resulted from over_population,and at the same time,enhances the comprehensive strength of borderland.Although the general plan is not perfect,there is a great value in its method that we can make use for reference in the Western Exploration today. |
