基于演化范式的技术与制度关系探要

对于技术与制度关系问题的回答，无论是技术决定论抑或是制度决定论，还是互不决定论或互相决定论，均属决定论的线性思维方式。想要在此问题上寻找更佳答案，就必须突破原有思维的束缚和障碍。经济学演化范式的变革和生物协同进化理论的发展日益彰显“技术一制度协同演化论”的科学性和重要性。一方面，制度构成技术演化过程中的选择力量，对技术变迁起着重要作用；另一方面，技术反过来又成为制度变迁的选择压力，对制度演化产生重要影响。

On the relationship between technology and institution from the evolutionary perspective

The relationship between technology and institution is a complex question, theories, whether it is technology-determinism, institution-determinism, non-determinism or co-determinism, they are all derived from the linear determinism thinking. In order to find a better answer for this question, we must go beyond such traditional thinking. The maturity of evolutionary economics and biological co-evolutionary theory shows the importance and rationality of ＂technology-institution co-evolution theory＂： On one hand, the institution constitutes one of selection forces in the process of technological evolution, plays an important role in technological change ; on the other hand, technology in turn becomes one of selection pressures of institutional change, has an important impact on institutional evolution.
