| 摘 要： | 在经济系统中,自稳定功能的功能主体主要是市场,市场通过市场机制的作用来平衡系统内的一般供求。而当涨落使系统远离均衡并且市场功能难使其达到均衡时,就得借助自组织功能主体———政府,政府通过多种政策工具对经济进行调整,使其恢复并达到新的均衡。

| Abstract: | In the system of economy, market is the principal part of the function of self-stabilization balancing demand and supply through market mechanism. When system is far from equilibrium due to flow and ebb, the main body of self-organization -- - government must do its job, sending the system of economy to a new equilibrium. |
