上海推进智慧城市建设的瓶颈与对策

"十二五"以来,上海全面启动城市光网、无线网络、智能管理和各类数字应用,加快信息化和工业化的深度融合。但智慧城市建设总体推进速度较为缓慢,智能应用的领域和水平与国际先进水平相比差距明显。上海智慧城市建设下一步的战略导向是:改变以往的供给导向型推进战略,采取需求导向型推进战略,即坚持问题导向、需求导向原则,以市场需求和创新为动力,以智能应用为先导,以智慧产业为核心,以提升应用智能化水平和智慧产业能级为主线,充分发挥市场机制和企业主体作用以及政府的引导作用,创新体制机制,全面提高城市智慧水平,让市民共享智慧城市建设成果。

The Bottleneck and Resource of Smart City Construction in Shanghai

Since the 12th Five-Year Plan stated,city optical network,wireless network,intelligent management and all kinds of digital applications in Shanghai has been in full swing,and speeding up the deep combination of informatization and industrialization.However,the speed of smart city construction is a little bit slow,and the level of smart application at home is far behind that of international.The next strategic orientation of smart city construction in Shanghai is：changing the supply-orientation strategy into the demand-orientation strategy,that is,taking “problem-oriented”and“demand-oriented”as the principle,taking market-demand and innovation as motivation,smart application as the precursor,smart industry as the core,and promoting the level of intelligence and intellectual industry as the main line.Upon the strategy,we should fully play the roles of market mechanisms,enterprises as a subject,and government as a guide,break the key bottleneck,innovate systems and mechanisms,improve the intelligence level of whole city,so that all citizens in Shanghai can share the achievement of smart city construction.
