| 摘 要： | 宁夏实施跨越式发展全面建设小康社会的过程中,不容置疑的受到生态环境的制约。如何才能在环境的制约下实现跨越式发展,结合宁夏的实际,笔者认为,应该从政府管理职能、资金、技术、人力资本、商贸及旅游业几个层面努力,实现地区经济的跨越式发展。
