Population projections--a forecast or a perspective calculation

Abstract:The author argues that population projections should not be treated as forecasts but as provisional calculations based on certain known or assumed relationships. Therefore, when these relationships change, so should the projections that are based on them. It is suggested that many users think of population projections as forecasts, which often do not materialize because the assumptions on which they are based turn out to be invalid. The policy implications of such a distinction are considered.
