摘    要:现代人力资源开发与管理是为实现企业的战略目标,企业组织利用现代科学技术和管理理论,通过不断对所获得的人力资源进行整合、调控及开发发挥最佳效能。企业人力资源管理以战略为导向,由企业存在价值所决定。企业在社会经济转型期,其生存与发展是以推行战略管理,以战略的眼光、战略的决策、战略的有效实施促进企业战略目标的达成。企业战略导向的人力资源管理,可保证企业人力资源管理的前瞻性、全局性、有效性。基于战略导向的人力资源管理需要据此建构起人力资源层次结构体系和人力资源管理综合系统

Abstract:Modern development and management of human resources mean that an enterprise, to achieve its strategic purposes, by means of modern science, technology, and management theory, continuously integrates, modulates, and develops its acquired human resources so as to display its fullest energy. The management of human resources of an enterprise is guided by strategy and determined by its existing value. in a transforming period of social economy and in the mechanism of socialism market economy, the existence and development of an enterprise depend on the achievement of its strategic purposes through strategic management, strategic insight, strategic decisions, effective implementation of its strategies. strategy_oriented management of the human resources of an enterprise can ensure the foresight, comprehensiveness, and effectiveness of the management. Therefore, it is necessary to set up the hierarchical structure and comprehensive management system of human resources.
