| 摘 要： | 我国现代化建设，实现两个根本转变，最大障碍不是资源 、资金问题；也不是技术、设备问题，而是国民素质问题。素质教育的内涵意在强调其方向 性和全面性；素质教育的内容应该充分体现我国教育方针的社会性、超前性、普遍性、基础 性和现 代性。推进素质教育，需要更新教育观念，健全管理体制，优化育人环境，实施转轨工程。

T he advancement of quality education should be based on the turn of educational i deas,sound education management system,excellent education atmosphere,and the pr actice of turn project. |
