三农问题的本质是农民太多,解决三农问题的关键在于抓住“转移农民,减少农民”这一主线。“转移农民,减少农民”有两个途径,一是直接诱导边缘农民向城镇居民转变,二是诱导新型农民发展农业产业化组织,并吸纳农民与其一起向农业产业化企业工人转变。当前解决三农问题重点在于打破我国现有的城乡二元结构体制和僵化的农村土地政策等。

Documentary Resources in Party School's Library in the 21st Century

Studying the essence of the problems relatin g to farmers, rural areas a nd agricultureal development, this paper shows that the key to solving this prob lem lies in "transfer farmers and reduce farmers". There are two approaches to transfer farmers, by leading edge peasants to transfer into urban residents dire ctly, or by leading new-type peasants to develop the agricultural industrial org anization and then transforming into workers of agricultural industrialization w ith some normal farmers together. Currently, the emphasis of solving problems re lating to farmers, rural areas and agricultural development lies in breaking the old and demoded system against this key, such as dualistic social construction o f cities and countries, rural land policy etc.
